Freedom of Information Act (FOIA) Information

FOIA Requests

The Greater Peoria Sanitary and Sewage Disposal District is a municipal corporation authorized by an election held on June 6, 1927. The purpose of the District is to collect the wastewater of the District (domestic and industrial) and convey that wastewater to a facility for treatment in accordance with the laws and regulations of the State of Illinois and the United States Environmental Protection Agency.

The District, located at 2322 S. Darst Street in Peoria, currently serves an area of over 66 square miles and treats wastewater collected from over 700 miles of sewer pipe. Municipalities served include Peoria, Peoria Heights, Bartonville, West Peoria and Bellevue, plus adjacent unincorporated areas. An industrial area located near Mapleton is also served by agreement.

The District is governed by a five-member Board of Trustees who are appointed by the Chairperson of the Peoria County Board, with the advice and consent of the County Board. The Trustees establish all District policy and adopt rules and regulations governing the operation of the District in accordance with the laws of the United States and State of Illinois. The District, with approximately seventy full-time employees and one part-time employee, has an operating budget in the amount of $12,338,840 for fiscal year 2020-2021.  The current org chart is to the right

Darst Street, Peoria, IL 61607), personal delivery, fax (309-637-6614), email (gpsdfoia@gpsd.org), or other means available. Office hours are 8:00 a.m. to 4:30 p.m., Monday through Friday. The current FOIA officer is Michelle Mortland, Director of Administration.

​For black and white, letter or legal sized copies (8 ½ x 11 or 8 ½ x 14), the first 50 pages are free.  Any additional pages are $0.15 per page. Color copies and other sizes of paper will be at the actual cost of reproducing the records. Certified records are $1.00.

Open Meetings Act Information

Compliance with Public Act 097-0609

Public Act 097-0609 requires that, within 6 business days after an employer participating in the Illinois Municipal Retirement Fund approves a budget, that employer must post the total compensation package for each employee having a total compensation package that exceeds $75,000 per year.  GPSD has chosen to include all employees regardless of compensation level.

The information may be posted at the employer’s website or at the principal office of the employer. For purposes of the Act, total compensation package means payment by the employer to the employee for salary, health insurance, a housing allowance, a vehicle allowance, a clothing allowance, bonuses, loans, vacation days granted, and sick days granted.

The report is posted in the lobby at the District’s Administration Building, 2322 S. Darst Street, Peoria.  Regular business hours are from 8:00 a.m. to 4:30 p.m., Monday – Friday.

Dentist Reporting

​On June 14, 2017, the USEPA promulgated pretreatment standards (40 CFR 441) to reduce discharges of mercury from dental offices into municipal sewage treatment plants know as Publicly Owned Treatment Works (POTWs). The final rule requires dental offices to use amalgam separators and two Best Management Practices (BMPs) recommended by the American Dental Association (ADA). As the local Control Authority, the Greater Peoria Sanitary District (GPSD) is required to implement and enforce the regulation. A summary of the regulation follows:
  1. The regulation is applicable to all dental dischargers that remove or replace amalgam. It does not apply to dental dischargers that exclusively practice one or more of the following dental specialties: oral pathology, oral and maxillofacial radiology, oral and maxillofacial surgery, orthodontics, periodontics, or prosthodontics. Also excluded are mobile units and those practices that only remove or place amalgam in limited emergency or unplanned circumstances.
  2. All amalgam process wastewater must be treated prior to discharge to the POTW utilizing an amalgam separator meeting specific performance standards outlined in the regulation. Existing separators installed prior to June 14, 2017 meet this requirement until the separator is replaced or until June 14, 2027, whichever is sooner.
  3. Waste amalgam including, but not limited to, dental amalgam from chair-side traps, screens, vacuum pump filters, dental tools, cuspidors, or collection devices, must not be discharged to a POTW.
  4. Dental unit water lines, chair-side traps, and vacuum lines that discharge amalgam process wastewater to a POTW must not be cleaned with oxidizing or acidic cleaners, including but not limited to, bleach, chlorine, iodine and peroxide that have a pH lower than 6 or greater than 8.
  5. Recordkeeping requirements include documentation of inspection, maintenance and repair of the separator as well as amalgam removal and disposal.
  6. The compliance date for these requirements is July 12, 2020
