Levee Improvement Project

The GPSD treatment plant sits at one of the lowest elevations.  This is due to the need for gravity flow of sewage to the treatment plant.  The plant is protected from certain flooding by a levee.  

Over the last several years, flooding has become more frequent and dangerous, which threatens the treatment plant.  In order to mitigate this risk, substantial improvements to the levee are needed. 

Breakdown of the Project:

• Building up the levee around the plant to protect the plant from higher and more frequent flooding
• Kickapoo Interceptor Control Structure to be able to shut off flow from the interceptor in case of emergency
• Effluent Channel Control Structure to be able to shut off flow from internal channels and better plant performance in the summer
• Relocation of Maintenance Garage to fill in low spots within the treatment plant and avoid expensive wells

Estimated Cost: $20M
Funding Sources:

• Applied for partial federal grant from FEMA (expect result in June 2025)
• If grant not obtained:
  • Reserves for control structures
  • Debt funding for remainder
